Strengthening Disability, Gender and Climate Data for Inclusive Development in Blora Regency, Indonesia

Persons with disabilities, particularly women and other vulnerable groups in Blora Regency, remain underrepresented in development, environmental, and climate-related data. The lack of disability- and gender-disaggregated data limits their visibility in planning processes, public policies, budgeting, and climate actions. This commitment seeks to address these data gaps through participatory data collection, community capacity strengthening, and evidence-based advocacy. By generating accurate, inclusive, and accessible data, we aim to ensure that the voices and experiences of persons with disabilities are reflected in decision-making processes related to sustainable development, climate resilience, and social protection. Through a data-driven approach, we seek to promote more inclusive policies and contribute to the realization of the “Leave No One Behind” principle.

This commitment focuses on strengthening disability, gender, and climate resilience data to support more inclusive development in Blora Regency, Indonesia. Key activities include participatory data collection led by persons with disabilities, mapping climate-related vulnerabilities and needs, training community members in data management, and producing and disseminating evidence-based policy recommendations. The strategy emphasizes collaboration with local government, civil society organizations, and organizations of persons with disabilities to ensure that data are accurate, inclusive, and effectively used in decision-making processes. Expected outcomes include improved availability of disaggregated data, enhanced community capacity to collect and use data, and the development of policies and programs that better address the needs of persons with disabilities, particularly women with disabilities, in sustainable development and climate action initiatives.

Progress will be monitored through a participatory monitoring and evaluation system involving the project team, organizations of persons with disabilities, and relevant partners. Monthly review meetings will be conducted to assess activity implementation, data quality, and progress toward agreed targets. Mid-term and final evaluations will measure achievements, lessons learned, and contributions to more inclusive policies and practices. Key indicators include the amount of data collected and verified, the number of community members trained, the use of data for advocacy, and stakeholder engagement. Findings and lessons learned will be shared through periodic reports within partner networks, short publications, and, where possible, presented at events related to the UN World Data Forum. This approach will promote accountability, transparency, continuous learning, and evidence-based improvement throughout the implementation period.
